Global outsourcing is contracting work to a provider in another country rather than hiring for it locally. The definition is broad on purpose — it covers everything from a single offshore bookkeeper to a thousand-seat contact centre, and the label tells you almost nothing about how an arrangement will actually run.
The distinction that matters is who the person works for. In a shared or pooled model, whoever is free picks up your work — cheaper, but nobody ever learns your business. In a dedicated model, one person works your hours on your account only, in your systems. Both get called global outsourcing. Only one of them behaves like a member of your team.
